Volkan Kursun received the B.S. degree in Electrical and Electronics Engineering from the Middle East Technical University, Ankara, Turkey in 1999. He received the M.S. and Ph.D. degrees in Electrical and Computer Engineering from the University of Rochester, New York, USA in 2001 and 2004, respectively.

He is currently a tenured Associate Professor of Electronic and Computer Engineering at the Hong Kong University of Science and Technology, Hong Kong.

His research interests are in the fields of heterogeneous 3D systems on chip for neuromorphic engineering, energy-efficient and reliable computing, advanced information storage and processing technologies for the internet of intelligent things, and portable biomedical electronics. He has more than 162 publications and 9 issued USA and China patents on novel high-speed and low-power semiconductor devices and integrated circuits for high-performance computing. He is the author of the book Multi-Voltage CMOS Circuit Design (John Wiley & Sons Ltd., August 2006). Dr. Kursun received the Best Paper Award First Place in the IEEE 26th International Conference on Microelectronics in 2014. He received the Institute of Electronics Engineers of Korea (IEEK) Systems-on-Chip Design Group Award in 2012.

He is a member of the technical program and organizing committees of a number of IEEE and ACM conferences. Dr. Kursun serves on the technical program and organizing committees of the IEEE/ACM International Symposium on Low Power Electronics and Design (ISLPED), the IEEE International Conference on VLSI and System-on-Chip (VLSI-SoC), the IEEE International Conference on Microelectronics (ICM), the ACM/SIGDA Great Lakes Symposium on VLSI (GLSVLSI), the IEEE International Symposium on Circuits and Systems (ISCAS), the IEEE/ACM Asia and South Pacific Design Automation Conference (ASPDAC), the IEEE Asia Pacific Conference on Circuits and Systems (APCCAS), the IEEE/ACM International Symposium on Quality Electronic Design (ISQED), the IEEE/ACM Asia Symposium on Quality Electronic Design (ASQED), IEEE International Symposium on Radio-Frequency Integration Technology (RFIT), IEEE International Systems on Chip Design Conference (ISOCC), IEEE International Symposium on Electronic System Design (ISED), IEEE Interdisciplinary Engineering Design Education Conference (IEDEC), and the IEEE Asian Solid-State Circuits Conference (A-SSCC). He served as the Technical Program Committee Chair of the Asia Symposium on Quality Electronic Design in 2010 and 2011.

Dr. Kursun served on the editorial boards of IEEE Transactions on Circuits and Systems II (TCAS-II), Journal of Circuits, Systems, and Computers (JCSC), IEEE Transactions on Circuits and Systems I (TCAS-I), and IEEE Transactions on Very Large Scale Integration Systems (TVLSI) from 2005 to 2008, 2005 to 2011, 2007 to 2010, and 2007 to 2015, respectively. He currently serves on the editorial boards of 3 journals: IEEE Transactions on Very Large Scale Integration Systems (TVLSI), Microelectronics Journal, and Journal of Low Power Electronics and Applications (JLPEA). Dr. Kursun is a Senior Member of IEEE.
